In Shriekwind Bastion, this chest will be near the top of the bastion. It's right after the fight with the boss-level vampire (if the dungeon isn't marked as cleared in your game, then you haven't killed him yet). There's a circular passageway just up the steps from him. The boss chest is in that passageway.

You can only open it through the South Shriekwind entrance. Right behind Falkreath town. This is likely to be a door used to exit the dungeon, once you complete it. If I remember correctly, the "ending" door of shriekwind bastion puts you out on a sheer cliff, with no way down. Thank you!
