Specifically with the Dregs Boss, but also with the Mutant mini-boss in the cave down the river. They just won't engage and heal constantly. Really frustrating. Funcom is aware of the issue. I'm playing on my singleplayer game and I tried fighting the Dregs boss but it would not aggro.
